Minutes of VICTORIA ROAD GROUP MEETING
Monday 9th January 2012, 8pm at Jonathan and Sally’s (59)

1       Apologies

2       Minutes of last meeting, and matters arising

Minutes were approved.

Matters arising:

  • Anna pointed out that the sum of £23 received was in fact a tax rebate.  The actual sum was larger.  Needs correction in the minutes.

  • Photographic competition: 16 entries were received, 6 were shortlisted and displayed at the Christmas party. The winner was Da Cornock-Taylor, the runner-up Jonathan Bromley.  Those photos are already on the blog. Thanks are due to Elman Poole for setting up and generously funding this event.  Sally asked whether it brought in any people who don’t normally participate in VRG activity.  Mary reported that all six shortlisted were VRG “regulars”, but the others aren’t known at this time.  There was a suggestion that we could exploit the results by using the images on merchandise such as tea towels or calendars. Prize money is available for a second run of the contest.

3       Newsletter

Chair suggested that one issue should be circulated as a matter of urgency, even though Sam and Manda’s plans for a revamp of the newsletter are not yet complete.  In the medium term we hope to make it more arresting and informative, with VRG contact information appearing in every issue.  More immediately there is a need to publicise the Seven Roads Jubilee event and VRG Quaffers’ Quiz.  A very simple flyer should go out ASAP.

Several members indicated that there is already a good level of information about VRG activities.  Perhaps a year’s calendar of anticipated events, with approximate dates, might be useful?  There was some discussion of possible formats.

Jonathan will prepare a simple newsletter, for immediate circulation, by 15th Jan.

The relationship between the newsletter and the existing Welcome Pack was briefly discussed.  It was felt that the Welcome Pack is genuinely useful.

This topic will be reviewed at a future meeting.  Paul will prepare a mockup example for discussion.  Sally to investigate colour print costs.

4       Recent and upcoming events

The Christmas party took place at no.56 with about 40 participants including a few new faces.  Thanks were expressed to Ali and Sam for hosting, and to Nick for preparing fine mulled wine.

Mick and Sally reported on progress towards the wine tasting challenge evening (“Quaffers’ Quiz”).  Helpers will be needed before and during the event.  We need to inform Juliet Field (church hall bookings secretary) of our requirements for tables and chairs in the upper hall.  Mike and Mireille have helped extensively with planning and are familiar with the organization of such events.  Carol (and Alan in absentio) offered to run the drinks bar (donations).  Mary and Paul can help at the event but not beforehand.  There was a problem with cleaning of the upstairs hall when we last used it; we need to check with the hall whether they have yet provided a suitable large sweeping brush.  Hall cost will be about £80.  Total budget for the evening about £240, with the intention that it should roughly break even.  The organising team will seek feedback on what people liked and disliked about the event.  Sally and Mick briefly outlined the evening’s format.

OxClean is March 3rd-4th this year.  Mary has registered us, but there has been no response from the Council yet.  We will tackle the same area as last year (around the Marston flyover on the A40).  Highlight this event in the Newsletter.

5       Seven Roads Jubilee event

A team is working on a party on 26th May – avoiding the Bank Holiday week and being sensitive to those who might object to royalist celebrations.  A format similar to the millennium party, but on a smaller scale, is planned.  It will probably run from noon to midnight, with closure of King’s Cross Road from Victoria to Portland.  Mary and Sally are Victoria Road’s representatives on the team and will keep VRG informed.  VRG has pledged to contribute £100, and a total of £280 has already been given or promised; the organisers expect to go ahead once £1000 has been raised.  It was suggested that a contributions box could be available on Green Balloon Day.

6       Communications received

  • Information had been received from the City recycling team about the Refashion event (see below)
  • The parents of Catriona (VR resident who died unexpectedly) send us £20 each year as a contribution to Christmas celebrations.  Nick has already thanked them.
  • Mary had received a response from Jean Fooks (councillor) regarding concerns about the forthcoming Sainsbury’s supermarket in Suffolk House and our regret at the loss of local retailers.  It was disappointing; the building does not require permission for change of use, so the council are unable to intervene.  The site is owned by a London Property Company; apparently there is now no retail property at all in Summertown that belongs to the council.  This issue had also been aired at the North Area Forum in December 2011.
  • Paul had received a response from Nicola Blackwood MP regarding support for a Post Office in Summertown (perhaps in the Library).  The response was long and thorough, but noted that current improvement plans for Summertown Library are on a small scale.  There are vague longer term plans for more extensive changes to include a Post Office.

7       Recycling

The battery recycling bin is now outside No.46.  Thanks were expressed to Mary and Paul for hosting this useful facility.

Carol (Recycling Champion) has been in touch with the City Council’s recycling team, two new employees who seem very energetic and have organised the Refashion event.

8       AOB

  • Gordon noted that he has used the Post Office’s online postage prepayment service, and it could be useful to other residents.
  • Carol is considering holding a yard sale, and asked if VRG might wish to get involved with more vendors participating.  Some concern was expressed that this is not something that should be directly promoted or sponsored by VRG, but of course there were no objections to the idea of an individual sale and it was suggested that it might be even more successful if several residents were to hold such events on the same day.
  • Gravel from some driveways, particularly on the sloped north side of the road, tends to spill on to the footpath making walking difficult for all but the most agile.  Could residents perhaps be reminded of their civic responsibility to keep the footpath passable?  The meeting’s opinion was that it could perhaps be mentioned in the newsletter in a general way, but it would be inappropriate for VRG to approach individual householders.
  • Bill noted that the Animal Sanctuary in Stadhampton always needs old towels, sheets, rags and newspapers for animal bedding.  He could accept contributions at No.55.
  • Anna asked whether last year’s successful skip hire could be repeated.  There was general agreement, with a suggestion that anyone putting more than a trivial quantity into the skip be asked to contribute £10 to the cost.  Suggested date 7th July.  Various people offered to have the skip on their driveway but it was felt that Sam and Ali’s at no.56 would be best, if available.

OxClean on Friday 2 & Saturday 3 March: Save the Dates

OxClean is an Oxford Civic Society initiative in partnership with Oxford City Council and The Oxford Times and is dedicated to keeping Oxford clean and tidy all year round – ensuring that our beautiful city  is a welcoming and pleasant place for people to live, work and visit. Each year, Victoria Road has been able to field a strong group of litter pickers to help clean up. Plan to help this year.

4.            Events:

            Performance Evening 22 October

Report on the Evening: It was agreed that it went very well. Thanks were expressed to the core team – Manda, John, Paul and Mary – and all those who helped on the day. The upstairs hall was better in some ways than downstairs, although some felt it would have been better staged lengthways. Unfortunately staged that way, the performers might have been right on top of the audience as it is slightly narrower than downstairs. There was some time to chat at the end: however, some kind volunteers had started clearing up straight away. It was agreed that we would try hard to prevent this next year. Some people had to leave at half time but that was thought preferable to them not coming at all. The proportion of audience participation numbers was higher this year than previously: the majority agreed that this was a positive thing but the balance needs to be monitored and also the choice of sing-along-songs needs some care. Some new things were tried and they generally worked well. Suzi suggested checking out the United Reformed Church hall as it has a real piano, and the shape is perhaps better.

There was a complaint following the event from the Church Hall that the floor was left rather dirty, and they were not able to charge the two classes the next day. Mary had given a donation of £40 on behalf of VRG as compensation to the Hall. It had been swept on the night but clearly it was not entirely clean. It was suggested that we bring vacuum cleaners next time or buy a big broom to use. We will also urge the Church Hall to provide more adequate equipment themselves.

            Green Book Day/Media Madness  19 November

Report on the Day: a very pleasant event. A bit disappointing that we did not have many new people. A lot of books were exchanged. Thanks to Mike and Mireille for hosting the event and Jonathan and Bill for depositing all the remaining books with Oxfam. Mike and Mireille were complimentary about the organisation and help they had received.

5.            Future Events:

 

Christmas Drinks/Carol singing   Sunday 11 December, at No.56:

Meet 5.15pm for carol singing outside No. 105. Drinks would be from 6-8pm at No. 56. Sufficient wine was available from the Performance Evening. Ali would sort out glasses. Nick would get mulled wine spices, juice etc. Guests to bring festive finger food. Celia has a preserving pan if needed for the wine. Ali would clear her pinboard for displaying the photographic entries. Mary would arrange to have prize money available.

 

Green Balloon day was the next scheduled event: a date in May would be fixed at a future meeting.

 

Seven Roads Party: There is an extra bank holiday at the beginning of June for the Queen’s Jubilee. For the Millennium there was an event for the Seven Roads that connect in the area, and everyone in those streets was involved. Most of King’s Cross Road was shut off with a number of attractions going on. It was a wonderful event. There is a proposal for a similar event for the Queen’s Jubilee. The VRG is not committed in any way and people can participate individually. There are three street representatives on the committee: Mary, Ali and Sally. There were alternative dates still being debated: either the actual day, or the previous weekend. There was not a strong view from the group present about which was best. It was agreed that we would provide a donation of £100.

Additional event: Mike and Mireille had suggested a wine tasting. This was along the lines of Call My Bluff with the ‘experts’ presenting the vintage of the wine etc, and people guessing which description was true. Nick and Sue would find out what was needed to run this. Mick, Philippa, Sally, and Ali volunteered to assist with organising. Proposed dates: 4th 11th 18th or 25th February. Mick would check with the venue asap.

5.            Communications Received

From Scope thanking us for the goods we gave them after Green Balloon Day which, along with a gift aid declaration, have raised £23.

A communication had been received re. Hernes House Residential Home concerning an application to develop 9 family size houses with 18 car parking spaces. This communication would go on the noticeboard.

A reminder that Oxclean would take place on Friday 2nd and Saturday 3rd March: people were encouraged to join in with the litterpicking.

 

  1. 6.              Any Other Business

Newsletter: It was reported that Manda had done some work on this. Ali and Da will distribute if it is ready in the next week or so. News about the winetasting event would be incorporated. Paul and Mary would print it.

Finances: £535.35 in the bank before the donation to the Seven Roads event.

Suzi raised concerns about the spate of business closures in Summertown and proposed contacting newspapers or local councillors. Everyone supported the idea of writing to the Councillors. The Chair of the Group agreed to write.

VRG Photography at its Best: a Competition

The VRG had its first photo competition with the winners announced at the Christmas Party. Some of the entries are posted below. The pampas grass won, which was taken by Da and the street scene with cars and pushchair was runner up, courtesy of Jonathan. Thanks to all who participated, and special thanks to the brilliant scheme that directed this competition, provided by Elman. And thanks to Philippa for managing the competition. We hope that the momentum of this year will mean even stiffer competition in 2012!

  • Minutes are currently distributed (for those with internet access) by an email containing a link to the blog.  Should we include the minutes in the body of that email?  Consensus that it was pointless to include an attachment because that gives rise to at least as much security concern as an external link, but it would be valuable to include the minutes as plain text in the email body (in addition to the blog link as at present).
  • The Chair is still hoping to find a successor shortly, and suggested that all those on the minutes circulation list should be assumed to be candidates unless they expressly withdraw.  This did not find general approval, but Chair will make a specific request for nominations.  John and Sam to prepare a document outlining the duties.

4         Photographic Competition announcement

Was circulated as part of Green Balloon Day notice, but perhaps might not have had sufficient attention as it was on the back of a notice that’s usually only single-sided.  Sam suggested we create an A5-size flyer with a short version of the announcement and a link to the full information.  Coordinator has not yet been appointed; must handle submissions and other administration.  Philippa suggested we might approach younger people (particularly art/media students?) to help with coordination and judging.  Ellie Shorrock and Ruby Barendt-Reid were mentioned.  There should be a display at the garden party event to raise awareness.

5         Review of Green Balloon Day (14th May)

General agreement that it had gone well, with good numbers at coffee, plenty of nice cakes, but perhaps not so much material out for exchange.  There was a suggestion that making exchange of plants a focus of next year’s events might be popular.  However, that would need the event to be no later than mid May, or even early June.  Agreed that the basic format is still valuable and does not need major change.

Sam suggested that entertainments could attract some who otherwise would not participate.  Dick Wolff had played accordion this year, giving a good atmosphere.  Next year offers many opportunities for interesting activity (Olympics etc) – perhaps we could even close the road for various races such as slow bicycle race.  Animated discussion around this topic included mention of corsets and The Big Lunch, with no specific conclusions reached.

Meeting expressed thanks to the Community Police Officers for attending.

Treasurer reported that expenditure had been £12.80, and contributions of £57.00 were received.

6         Preparation for Summer Garden Party

This is to take place on Sunday 19th June at no.59.  Invitations not yet sent out – we have left it rather late, but can’t change the date now, and notification has already been given elsewhere.  Paul agreed to prepare invitations and take responsibility for printing and circulation – anticipated cost about £25.

Crockery could mostly be borrowed from Nick Lee’s stock.  Jonathan and Nick have gazebos.  Mary and Paul have the water boiler.  Trestle tables and enough chairs are with Jonathan and Sally.  Many sources of tablecloths.  Mary to ask Janet whether we can borrow St Michael’s Church cups and saucers. (Stop press: this is now complete and Janet has made the arrangements.)  Philippa agreed to do face-painting for young children.  Jelly Williams to be asked to do name labels as usual.  Mary and Ali will do any necessary shopping.

8         AOB

8.1      LCON

Sam Clarke reported that Low Carbon Oxford North (LCON) is now a registered charity after about 16 months’ existence.  There is to be a meeting on 9 June at North Oxford Association to introduce the Low Carbon Living Project, and there was a meeting on 7th June promoting the ONCORE project to put a 50kWp PV installation on the Cherwell School roof.  Details at www.oncore.org.uk

8.2      Skip

There was some discussion about Bill’s suggestion (see minutes of 19-Apr-2011) that VRG should hire a skip for general use.  Jonathan expressed unease that VRG would be paying for benefit of  the first few users.  Bill is reluctant to proceed if there are to be further complications.  General agreement that it was worth trying, but we should make people aware of the cost (without restricting access).  Skip should go on someone’s drive as this avoids some costs.  Paul agreed to arrange this for July.

8.3      Music Evening

Mick O’Connor would set up a group to organise.  Preferred date is 8th Oct in Summertown Church Hall; second choice 22nd Oct.  Mick will check availability.  Noted that hire of lights and other equipment would probably cost about £180.

8.4      Bank Signatories

Anna pointed out that cheques need two signatures and this can be problematic if one of the signatories is away.  We should arrange three signatories, with two signatures required on cheques.  This was agreed.  Anna will organise in due course.

Minutes of VICTORIA ROAD GROUP MEETING

Held at No 59 (Sally and Jonathan’s), Tuesday 19th April, 8pm

2                    Minutes taken by John.

4                    Minutes of last meeting.

  1. Ali and Sam are still preparing a general newsletter.
  2. Bill has identified a skip hire company and will book one for after Green Balloon Day.
  3. John is still thinking about this will report to a later meeting.
  4. A new chairperson?

5                    The Annual Photographic Competition.

With help from Sam and Manda, Elman and John have finalised an Announcement letter to be sent to all residents shortly.

In summary:

  • The aims are “to stimulate observation and interest, encourage good photography, and at the same time collect an archive of relevant and possibly useful information about the Victoria Road community for the future”. The theme this year will be “Summer in Victoria Road
  • Entries will be in the form of 7-by-5 prints (very cheap from photo shops such as Jessop’s in St. Ebbes.)
  • Entries will close on 31st October.
  • Judging will be in time for an exhibition of entries and prize-giving at the Christmas Drinks in early December.
  • Elman has agreed to donate a First Prize of £40 and a Second Prize of £10, and the judges may nominate commended runners-up.
  • There are some other details and restrictions detailed in the Announcement. The panel of Judges will be announced in due course.
  • We need a volunteer to be Competition Coordinator and one of the judges.

The job involves receiving entries, passing them round the judges ensuring that judges don’t know who the entrant is, recording judges’ decisions, preparing the award cheques and certificates, organising the exhibition of entries and the prize giving. Elman will give support and guidance. He has considerable experience with such competitions!

6                    Events

  1.  Prep for Green Balloon Day (14th May).

VRG Chair John can’t be here on the 14th. So the people who have volunteered will have to organise themselves and sort out any unexpected emergencies!

People who gave apologies but volunteered for GBD: Jelly for leafleting; Nick and Sue; Mick and Philippa for anything except judging the pet show; Sam and Ali; Lindsey and Derek later in the morning.

Mary and Paul will be back well before the day.

Invites:

  • Preparation of text: these should give instructions (which could be copied from 1st flyer). Refreshments/bakery contributions should be taken to Bill and Diana’s. People should bring their own mugs/cups to the refreshment table. – John will prepare this.
  • Printing – we hoped that Mary and Paul will be able to run off enough copies for all Victoria Road addresses from the Invitation text supplied by John – Mary/Paul.
  • Attaching of balloons – Ali has the balloons and knows how to do this. I expect others will volunteer to help her directly. (We didn’t know how long this takes. But the printing will have to take place early enough to leave plenty of time.) – Ali.
  • Distribution of ballooned Invites (prepared by Ali and team) to all residents around 7th May – Jelly and another volunteer (contact Ali to volunteer and pick up Invites.) – Jelly plus volunteers.

Days before 14th:

  • Find the

o   Urn – we thought Mary and Paul had this – Jonathan/Bill.

o   Extension lead – if there is one with the urn, use that otherwise Jonathan, for example, can supply – Jonathan/Bill.

o   Serving tables, sitting tables and some garden seats – are at #59, plus additional seats/tables and parasols/sun-shields would be welcome. – Jonathan/Bill.

o   Plates – Diana.

  • Shopping for refreshment table: tea (breakfast blend or similar), coffee, milk, sugar, squash, Gordon will supply real coffee.  – Sally.

In time for start at 10:30:

  • Decorating of lamp-posts with coloured paper or other decorations 8^) (Last year red, white and blue. Different this year?) — Ali.
  • Receiving of contributed cakes at #55, etc.– Bill and Diana.
  • Decision about weather – even if the weather were to be quite unfavourable, we expected that there would be some GBD activity. So the clear up at 15:00 would be needed. Otherwise, we will leave it to individuals to decide: refreshment table (Bill and Diana), pet show (Ali), any music (Dick)
  • Setting up of refreshments table at Bill and Diana’s – Bill, Diana, Nick, Sam, Sally.

From 10:30 to 1:00:

7                    Communications received

  1. Police Superintendent Amanda Pearson: “…we have continued to see a downward trend in crimes that matter to our communities. For example, 120 fewer people have had their homes broken into in 2010/11, compared to the previous year. Burglary, robbery and autocrime have reduced by 283 offences…. In a period where cuts are being made across the public sector, I would like to reassure you that my front-line officers have been protected, so the excellent work … will continue… anti-social behavior, … has also fallen this year. …continuing to target offenders and work together in our neighbourhoods to show that criminal activity will not be tolerated in our city.”

We agreed that a discrete uniform presence would be OK for GBD, and might even help PC Kerman’s aims. It’s less clear that this would work at events held in peoples’ houses or gardens. John will email PC Kerman, and suggest

  1. She attend GBD
  2. If she would like to talk to a VRG meeting, we will put her on a future agenda, or arrange a special session.

Minutes of VRG meeting 23/3/11

MINUTES OF THE VICTORIA ROAD GROUP MEETING held on Wednesday 23rd March 2011 at Sam and Ali’s

Present

3.       Minutes of the last meeting were agreed

a)      Water on the Pavement

Towards the end of February, John reported the problem to Oxford CC and attached photos of streams outside #65 and #67.

On 24/2/11 Sophie Hearn (shearn@oxford.gov.uk, tel: 01865 249811) replied: “I have requested that this highway is inspected ASAP, ref 101000191132″.

4.       Photography competition

Elman suggested participation in a photography competition to be open to all residents of the road.  He told us

“Annual themed photographic competitions are an excellent way to stimulate observation and interest –and at the same time collect an archive of relevant and possibly useful information for the future.
Adequate Digital photography is easily available to all –and very suitable for reproduction and storage.”

“I am glad to sponsor such a competition – prize £ 50 and continue next year if a success”

“A theme is essential  — to focus attention and be relevant —. This could be activities in the  road, and/or at our festivities,  personalities, flowers and gardens bordering the street in spring or summer etc, wild life, etc .”

John will work with Elman, Sam and others to finalise the Rules. A notice will be sent to residents in due course, announcing the Competition, stating the Rules and inviting submissions.

Sally suggested (and it was agreed) that all entries should be on display at the garden party and that Elman should present the prize then.

5.      Carol and Nick reported on the role of Recycling Champion.

We resolved that the role is to continue for the rest of the year with Carol as recycling champion.

Ali will organise an excursion to Milton Keynes to inspect the recycling plant where our rubbish ends up. Sally, Mary, Sam, Carol and Manda expressed an interest in taking part, and will report back on its effectiveness after the visit.

6.      Events

a.       The film evenings planned by Paul will not now take place

b.      Green Balloon Day

This will take place on Saturday 14th May

The VRG meeting on 19th April will finalize details such as the coffee rota, clearing up etc.

Notification to be sent out around the 14th April – John and Manda will produce a notice based on previous years’ format, template with Paul and Mary.  Jelly and Ali will distribute these mid-April.

A number of “events” will take place: a table tennis tournament was suggested; Ali will organise a Pet Show; Nick will talk to Dick about a musical item or dancers; volunteers prepared to organise other events are invited to let us know.

A reminder with green balloons attached will be sent to residents around the 7th May.

Refreshment table will be at Bill and Diana’s

c.        Summer Tea Party

This will take place on Sunday 18th June at Sally and Jonathan’s

7.      OxClean and recycling

Bill reported on the clean-up day and showed photographs of participants from VRG. The day was judged to have been very successful – in all about 2,000 people participated city-wide.  It was noticed that improvements made last year were still apparent.

Thanks to Nick for providing a super post-cleanup lunch!

8.       Low Carbon Group

Sam reported on progress of this. Leaflets have been distributed in the Summertown area and is developing a scheme to identify the most appropriate supplier of photo-voltaic panels.  The hope is that 10% of all roofs will be fitted with them.  Low carbon conversations will begin in May and courses will take place in the summer.

9.      Summertown Library

Jelly reported on the Save Summertown Library campaign. We considered a suggestion that the VRG support the campaign as a group. However, we  felt this was probably outside VRG’s a political remit, and that it would be more effective to participate as individual residents.

10.  Communications received

a.       John had received information about planning requests for no. 17 Victoria Road and 376 Banbury Road.

In future planning issues will only be available on-line, but John will attempt to let members know of new Applications in Victoria Road via email and a notice-board posting as before.

b.      A questionnaire about local democracy issues has been circulated by Nick.

c.       It was noted that a street party in celebration of the forthcoming royal wedding is not planned by VRG.

11.   Left over wine

It was agreed that Sam would purchase the VRG wine surplus at present held by Sally and Jonathan Bromley.   This consists of approximately 18 bottles at £4 each.

12.  AOB

a.       Ali and Sam will prepare a general newsletter to be distributed as soon as possible.

b.      Bill suggested that we hire a skip for any waste which we are unable to recycle.  It was agreed that this should be shortly after Green Balloon Day, and would be placed in the Clarke’s driveway.

c.       John suggested that it is time to think about a new chair-man, with a change-over some time in the summer. Anyone interested in becoming VRG Chair should contact him.

13.  Thanks were expressed to Sam and Ali for their hospitality in hosting this meeting.

14.   The next meeting will be on Tuesday April 19th at 8pm at Sally and Jonathan’s
